Open invitation to collectors, recyclers, producer-responsibility organisations & traders in Italy, Croatia, Serbia, Bulgaria, and Romania to supply up to 23,000 tons/year of end-of-life TBR to a new tire-recycling facility in South-East Europe (within EU). Any volumes welcome.

Project Details

Robert Weibold GmbH is acting on behalf of an industrial client developing a new end-of-life tire (ELT) recycling facility in South-East Europe (within EU). On the client's behalf, we are inviting expressions of interest and, in a subsequent stage, formal proposals for the long-term supply of end of life truck and bus radial (TBR) tires.

The project is permitted and at an advanced stage of development, with its principal product offtake arrangements agreed with industrial counterparties. Feedstock is the remaining supply-side item we are working to close. Financing and the EPC are in their final stages, and a public notice should reflect this.

This notice is deliberately anonymised. The identity of the client, the technology provider, the product offtakers and the exact plant location are not disclosed at this stage; they will be shared with interested parties, and introductions will be made directly.

Supply Capacity

TBR requirement of 11,500 tons/year in phase 1 from 2028 and an additional 11,500 tons/year in phase 2.

Note: Suppliers are welcome to offer all or partial volumes of this requirement. We would encourage smaller suppliers not to self-exclude on volume grounds.

Accepted material forms

The client's process can accommodate TBR material in a range of forms: Whole truck and bus tires; Baled tires; Shred and tire chips; Rubber granulate; Other pre-processed truck-tire material, subject to agreement.

The focus is truck and bus tire derived material. Although suppliers whose streams include both PCR/TBR streams may be offered with the TBR share stated, and we assess volumes on the TBR content.

Source markets / Region

We are concentrating on markets within reasonable logistical reach of the facility: Italy, Croatia, Serbia, Bulgaria, and Romania. Proposals from neighbouring countries in the region will also be considered where the logistics are workable, so please do get in touch if you are close by and believe there is a fit.

Who we invite to respond

The tender is open. There is no pre-qualified list, and we are keen to hear from any party able to place TBR material reliably over a multi-year horizon, including:

  • ELT collectors and transporters
  • Shredders, granulators and mechanical recyclers
  • Retreaders and tire-service networks
  • Fleet operators, hauliers and vehicle dismantlers with consolidated tire arisings
  • Traders, brokers and port-based aggregators
  • Municipal and regional waste operators

What an expression of interest should contain

At this first stage we are requesting a preliminary overview of the following:

  • Your background.
  • The approximate annual TBR volume you could make available, and from when.
  • The material form or forms you can offer (whole, baled, shred, granulate, other).
  • An indicative commercial basis — a sale price, a gate-fee arrangement, or another structure.
  • Any experience you have with cross-border shipment of ELTs or tire-derived material within the EU or from non-EU states.
