Tire Stewardship of Saskatchewan appoints Emterra as northern processor amid Shercom criticism
According to CTV News, the Tire Stewardship of Saskatchewan (TSS) has signed an agreement with Ontario-based Emterra Tire Recycling Ltd. to develop a tire recycling facility near Saskatoon, making it the designated processor for northern Saskatchewan. The facility is expected to begin accepting scrap tires by mid-2026.
The decision has drawn criticism from Shercom Industries president Shane Olson, whose company previously held a monopoly on tire recycling in the province. Olson expressed frustration, stating, “This is not about stewardship. This is about the wrong direction and the lack of courage to correct it.” He argued that the move will divert economic and environmental benefits away from Saskatchewan.
Shercom shut down its recycling plant after negotiations with TSS broke down in 2023, following TSS’s earlier decision to award the southern Saskatchewan contract to Crumb Rubber Manufacturers Co. (CRM), a U.S.-based company. Olson claims CRM later withdrew from the deal in April 2025, and TSS did not reopen the bidding process.
Meanwhile, with no operational recycler currently in place, scrap tires are piling up across the province. Olson noted that the backlog is affecting retailers directly, saying, “Some retailers have two, three, four semi loads of tires.”
In November, Shercom filed a $10 million lawsuit against the Saskatchewan government, TSS, and its CEO, alleging unfair exclusion from the contract process. While the claims remain unproven in court, Olson says the latest deal with Emterra “legitimizes” Shercom’s case.
